Steve Plumlee, CEO of Certified CIO, has been a veteran of the IT industry for over 20 years. He purchased Certified CIO and became CEO in 2005. Since then, he has steadily grown the business, very often through satisfied clients recommending Certified CIO to their associates. He has worked as Director of IT for Chesapeake Research Review where he supervised implementation of new HIPAA regulations. He has also founded startups in custom IT services, strategic consulting and team management. He has been a featured in local media, including WBAL Radio, as panel member due to his IT expertise.
Steve graduated from Penn State University and is certified as an MCP, Microsoft Small Business Specialist, and also holds an A+ and CEHv8 certification. His personal expertise includes:

Carey is the behind-the-scenes backbone of Certified CIO. Her role is to ensure all of the billing is completed accurately and in a timely manner. Carey also provides administrative support to the team so they can focus on supporting you.
As the CISO, Shaun manages the cybersecurity of Certified CIO and its clientele. Shaun is in charge of completing compliance and risk assessments followed by reporting findings and recommendations to the organization. Some standards of assessments performed may include, but are not limited to: HIPAA for medical professionals and NIST 800-171/CMMC for governmental agencies, partners, contractors, and sub-contractors. Shaun executes customized risk assessments to account for specific customer requests and IT architectures in order to satisfy a wide array of needs that must be attained/obtained.
Eric works directly with Certified CIO clients addressing day-to-day IT issues with great skill. Eric has been transitioning into a management role with the company. Previously, Eric worked as a Level 2 Engineer at an MSP that services automotive dealerships. He began his career in IT working for Oracle|micros assisting hospitality businesses to utilize their software effectively. Eric graduated from Salisbury University in 2013 with a degree in Information Systems.
Devan is the inside sales representative for Certified CIO. He looks to help businesses who need IT to run smooth, fast and secure. He’s a USAF veteran who worked as an intel analyst at Fort Meade, MD. He aims to bring a friendly, consultative approach to CCIO’s customers and help them meet their business goals.
Mike Boteler owns a dual role for Certified CIO as NOC Engineer and in-house coder. Computer programming began in Mike’s life in the late ’80s starting with QBASIC. Keeping up-to-date with current program technologies, specializing in .NET applications, he’s an avid coder and much of his experience and knowledge of computer technologies started there. Then in 1998, Mike’s professional IT career began with an MSP based in Beltsville, MD working with large corporations, small businesses, and house calls. Today, Mike manages and implements the tools required to keep Certified CIO and their customers monitored and working.
Courtney has been in the IT field since the age of 24, starting in the US Military as a Communications Specialist. He earned a degree in Information Technology from Purdue University as well as A+, Dell, and Microsoft MSA certifications . His previous IT roles in the private sector include desktop support and systems administration focused on SCCM and application packaging. He also has experience as an entrepreneur, starting a media company called Silver Scorpion Solutions offering advertising services to local businesses.
Mike McLaurin began his IT career while serving in the US Army in the late 90s. After leaving the military, he continued his passion for solving technical problems, completing his A+ and Network+ IT certifications through Towson University. He has provided IT services within large and small client infrastructures through the years. Mike enjoys outdoor activities, Zen Meditation, and making new discoveries. Mike strives to be a positive part of CCIO’s promising future and works hard to provide great service to the customers and staff.
Mike Harris began with IT professionally after graduating from Tennessee Tech University 1992 with a degree in Information Systems and has worked in the IT field since. He became MCSE in 2007 and has also worked as Systems Administrator, Network Engineer, and a Sales Engineer. He has experience with two other managed It services providers and we are excited to have him as part of the Certified team!
Mike Repenning found at a young age that his mindset worked well with important facets of IT. Using this lifelong passion for defense/remediation, Mike transitioned from a management and leadership role outside the IT world into working as an IT engineer heavily focused on governance, risk, and compliance (including within an Enterprise-level Healthcare setting). Mike is excited to be a part of the team at Certified CIO and we are just as pleased to have brought him on board!
Jason’s responsibilities at Certified CIO include procurement, purchasing, marketing, and other sales-related activities. Prior to joining us at Certified, Jason worked at an audio production company in Frederick and is a veteran of the US Army, having served in 7th Special Forces Group (Airborne) in Fort Bragg, NC. He holds a B.S. from Towson University in Electronic Media and Film and an A.A.S from Frederick Community College in Business Management.
